Due to precautions being implemented by employers and employees related to physical proximity associated with COVID-19, the Department of Homeland Security (HS) announced today that it will exercise discretion to defer the physical presence requirements associated with Employment Eligibility Verification (Form I-9) under Section 274A of the Immigration and Nationality Act (INA). Employers with employees taking physical proximity precautions due to COVID-19 will not be required to review the employee’s identity and employment authorization documents in the employee’s physical presence. However, employers must inspect the Section 2 documents remotely (e.g., over video link, fax or email, etc.) and obtain, inspect, and retain copies of the documents, within three business days for purposes of completing Section 2. Employers also should enter “COVID-19” as the reason for the physical inspection delay in the Section 2 Additional Information field once physical inspection takes place after normal operations resume.

Assistant Attorney General for National Security Mr.John C. Demers and U.S. Attorney Ms.Erica H. Maconald for the District of Minnesota today announced a federal criminal complaint against Muhammad Masood, 28, charging him with attempting to provide material support to a designated foreign terrorist organization. Masood, who was arrested earlier today at Minneapolis-St. Paul International Airport, made his initial appearance before Magistrate Judge David T. Schultz in U.S. District Court in Minneapolis, Minnesota. Masood was ordered to remain in custody pending a formal detention hearing, which is scheduled for Tuesday, March 24, 2020. Complaint charges that Masood, a licensed medical doctor in Pakistan, was formerly employed as a Research Coordinator for a medical clinic in Rochester, Minnesota, under an H-1B Visa. Between January 2020 and March 2020, Masood made several statements to others, including pledging his allegiance to the Islamic State of Iraq and Al-Sham (ISIS) and its leader, and expressing his desire to travel to Syria to fight for ISIS. Masood also expressed his desire to conduct, lone wolf terrorist attacks in the United States. On Feb. 21, 2020, Masood purchased a plane ticket from Chicago, Illinois to Amman, Jordan, and from there planned to travel to Syria. On March 16, 2020, Masood’s travel plans changed because Jordan closed its borders to incoming travel due to the Corona-virus pandemic. Masood made a new plan to fly from Minneapolis to Los Angeles to meet up with an individual who he believed would assist him with travel via cargo ship to deliver him to ISIS territory.
On March 19, 2020, Masood traveled from Rochester to Minneapolis-St. Paul International Airport (MSP) to board a flight bound for Los Angeles, California. Upon arrival at MSP, Masood checked in for his flight and was subsequently arrested by the FBI’s Joint Terrorism Task Force.

Many checkpoints on the US-Canada border are closing, as the government has suspended all non-essential traffic across its borders with both Mexico and Canada as it battles to control the corona-virus outbreak, with the curbs will go into effect at midnight on Saturday, but will not affect trade, according to Secretary of State Mr.Mike Pompeo. Meanwhile New York State ordered non-essential businesses to close, a day after a similar move by California, following countries around the world are stepping up restrictions to combat the virus, that has claimed more than 220 lives in the US, and infected more than 16,000 people, including more than 7,000 in New York. Globally nearly 250,000 patients have tested positive for the respiratory illness and more than 10,000 have died.

An US Department of Energy’s Oak Ridge National Laboratory, Tennessee based team of researchers are using the world’s most powerful IBM supercomputer Summit, to find potential compounds that could be used to fight the pandemic, by screening through thousands of samples to determine which ones can bind to a so-called S-protein spike. Viruses infect host cells when they inject them with a “spike” of the virus’s genetic material, and if scientists find compounds that bind to the spike, they could potentially stop the virus from infecting host cells. So far, the computer has identified 77 compounds that may potentially be used, and has ranked them according to how likely they are to bind to the spike protein of the corona-virus. The research has been published in the journal ChemRxiv.
