In a letter to the Government Accountability Office(GAO),  a large group of congressional lawmakers blamed Biden’s Inauguration Day executive order sweep for allowing the sudden spike to develop:

“The president’s actions directly contributed to this unfortunate, yet entirely avoidable, scenario,” the letter states. “They are also a blatant violation of federal law and infringes on Congress’ constitutional power of the purse.”

“Prompt action to end these violations is required to restore order at the border,” officials added.

The coalition of lawmakers noted in the letter that Biden’s decision to freeze some $1.4 billion for border wall construction is a violation of the Impoundment Control Act (ICA). The specified legislation outlines a set of procedures that the president or other government officials must follow if they seek to reduce, delay or eliminate funding for certain programs.

Mr. Garneau told a news conference on Wednesday that Mr. Spavor was scheduled to appear in court on Friday and Mr. Kovrig on Monday, according to the notification from Chinese authorities to the embassy in Beijing. It is unclear how long the legal process might take.

“The vaccinations will enable us to protect and save lives. We must encourage the target population to be vaccinated,” the United Nations quoted him as saying.

“We are waiting for the conclusion of the research that is being done by the Europeans and also by our own scientific committee and then we will make a final decision,” Longondo clarified to reporters. 

“Maybe in two or three weeks, we will have these conclusions.”

The exact cost of the latter remains unclear so far, but according to some estimates cited by Bloomberg could reach between $2 and $4 trillion, since Treasury Secretary Janet Yellen announcement that at least part of the bill will have to be paid for by taxpayers instead of using government debt. Biden’s team is reportedly now working on changes to the taxation system that would help to pay for the bill.

There were a record number of children – 3,200 – being held in US immigration facilities on the US-Mexican border as of 8 March, with hundreds continuing to arrive each day, many  being held beyond the legal three-day limit for being processed and transferred. Secretary of Homeland Security Alejandro Mayorkas admitted last week that the situation on the border was “overwhelming” but not yet a crisis.

 Chinese staff were injured and trapped in arson attacks by unidentified assailants on garment factories in Hlaingthaya, and managers had called on Myanmar to protect Chinese property and citizens, since it is viewed as being supportive of the military junta that has taken power. A further 16 protesters were killed in other places, the Assistance Association for Political Prisoners (AAPP) said, as well as one policeman, making it the bloodiest day since the Feb. 1 coup against elected leader Aung San Suu Kyi:

Speaking in the Oval Office immediately before the signing the American Rescue Plan Act $1.9 trillion bill into law, Biden said its contents were “immediately reflective” of the input of Democrats, Republicans, and the American people, providing wide-ranging financial relief for problems created by COVID-19 pandemic-related shutdowns and interruptions:

“I believe this is – and most people do I think as well – this historic legislation is about rebuilding the backbone of this country and giving the people of this nation – working people, middle-class folks, people who built the country – a fighting chance,” Biden said.

“That’s what the essence of it is.”

The House gave final approval to the huge spending bill on Wednesday, passing it in a vote nearly along party lines. The act provides funding for a slew of programs ranging from COVID-19 vaccination programs and making schools safer for reopening to bolstering the Supplemental Nutritional Assistance Program (SNAP) and sending direct cash payments to families.

He also said White House would appoint someone to oversee implementation of the bill, but no announcement has yet been made on who that will be.

BEIJING, March 11 (Xinhua) — The National People’s Congress (NPC), China’s top legislature concluded its annual session, as Chinese leaders attended the closing meeting of the fourth session of the 13th NPC at the Great Hall of the People in Beijing, adopting the amendments to the organic law and procedural rules of the NPC, and President Xi Jinping signing presidential orders to promulgate the amendments.

The meeting adopted a decision on improving the electoral system of the Hong Kong Special Administrative Region (HKSAR), and the lawmakers also approved the Outline of the 14th Five-Year Plan (2021-2025) for National Economic and Social Development and the Long-Range Objectives Through the Year 2035, the government work report, and the work reports of the NPC Standing Committee, the Supreme People’s Court and the Supreme People’s Procuratorate.

They approved a report on the implementation of the 2020 plan for national economic and social development, and the 2021 plan for national economic and social development, and also passed a report on the execution of the central and local budgets for 2020, and approved the central budget for 2021.

A South Korean national, identified as Hyun Dong Jo pleaded guilty to participating in a scheme to defraud the U.S. Department of Defense, and according to court documents filed in the U.S. District Court in Columbus, Ohio, he was Republic of Korea’s designated manager under a Defense Logistics Agency contract to provide hazardous waste removal, testing, disposal, and related services to U.S. military installations in South Korea. In that position, Jo participated in a scheme to falsify laboratory reports submitted under this hazardous waste contract: 

“This charge reflects the Antitrust Division’s commitment to protecting taxpayer dollars spent overseas,” said Acting Assistant Attorney General Richard Powers of the Department of Justice Antitrust Division.

“Individuals who cheat the U.S. military in the performance of contracts will be held accountable. We hope this guilty plea will serve as a deterrent for other contractors who contemplate obtaining illicit gains through engaging in fraud while providing services for the U.S. military domestically or abroad.”

“The defendant forged lab results and falsely reported them to the Department of Defense,” said Acting U.S. Attorney Vipal J. Patel for the Southern District of Ohio.

“Not only is this unsafe for the U.S. Forces installations in Korea where hazardous waste was not actually tested, but it also defrauded the Department of Defense out of $280,000. This office takes Jo’s conduct seriously and will continue to hold accountable anyone who attempts to defraud the government in this way.”
