A federal grand jury in Spokane, Washington, returned an indictment earlier this month charging two hackers, both nationals and residents of the People’s Republic of China (China), with hacking into the computer systems of hundreds of victim companies, governments, non-governmental organizations, and individual dissidents, clergy, and democratic and human rights activists in the United States and abroad, including Hong Kong and China. The defendants in some instances acted for their own personal financial gain, and in others for the benefit of the MSS or other Chinese government agencies. The hackers stole terabytes of data which comprised a sophisticated and prolific threat to U.S. networks.

The 11-count indictment alleges LI Xiaoyu (李啸宇), 34, and DONG Jiazhi (董家志), 33, who were trained in computer applications technologies at the same Chinese university, conducted a hacking campaign lasting more than ten years to the present, targeting companies in countries with high technology industries, including the United States, Australia, Belgium, Germany, Japan, Lithuania, the Netherlands, Spain, South Korea, Sweden, and the United Kingdom. Targeted industries included, among others, high tech manufacturing; medical device, civil, and industrial engineering; business, educational, and gaming software; solar energy; pharmaceuticals; defense. In at least one instance, the hackers sought to extort cryptocurrency from a victim entity, by threatening to release the victim’s stolen source code on the Internet. More recently, the defendants probed for vulnerabilities in computer networks of companies developing COVID-19 vaccines, testing technology, and treatments.

The charges were announced by Assistant Attorney General for National Security John C. Demers; FBI Deputy Director David Bowdich; U.S. Attorney for the Eastern District of Washington William D. Hyslop; and Special Agent in Charge of the FBI’s Seattle Field Division Raymond Duda.

“China has now taken its place, alongside Russia, Iran and North Korea, in that shameful club of nations that provide a safe haven for cyber criminals in exchange for those criminals being ‘on call’ to work for the benefit of the state, here to feed the Chinese Communist party’s insatiable hunger for American and other non-Chinese companies’ hard-earned intellectual property, including COVID-19 research,” said Assistant Attorney General for National Security John C. Demers.

In a new round of international hostilities, with bilateral relationship between the United States and China worsening over a range of issues, Trump’s administration had “abruptly demanded” closure of the Houston consulate on Tuesday (local time), after local firefighters had reportedly been called to the building because papers were being burned, and the US given consular workers three days to shut down the office.

Beijing condemned the order and threatened retaliation, but is reportedly considering shutting down the US consulate in Wuhan, while the US State Department spokesperson said the move was made “in order to protect American intellectual property and Americans’ private information”:

“The United States will not tolerate the PRC’s violations of our sovereignty and intimidation of our people, just as we have not tolerated the PRC’s unfair trade practices, theft of American jobs, and other egregious behavior,” with Secretary of State Mike Pompeo said that the US is setting “clear expectations for how the Chinese Communist Party is going to behave”.

“When they don’t, we’re going to take actions that protect the American people, protect our security, our national security, and also protect our economy and jobs,” he said.

The trimaran is a common sight on Philippine waters, since the island country pioneered this design in its early warships, then adopted it for its traditional sailboats and fishing boats, but now a new design of ship is about to pose a low-carbon alternative to the country’s usual bangka, by working with the power of waves rather than against them. The ship is a hybrid model, using multiple internal combustion engines for initial propulsion but switching to wave energy while cruising in open waters, and is the brainchild of Jonathan Salvador – a marine engineer and owner of shipbuilding company Metallica Marine Consultancy, Fabrication and Services.

The outrigger constantly reacts to the upward and downward movement of the wave, which challenged the inventor to ask the following question: “What if we can convert this reaction into electrical energy?” and gave him the idea to create the new, modern design:
“The outrigger’s job is to provide stability so the bangka doesn’t tip sideways,” Salvador says.

“But I also noticed that each time a wave hits the outrigger, the outrigger constantly reacts to the upward and downward movement of the wave. What if we can convert this reaction – this kinetic energy – into electrical energy?” Mr. Jonathan Salvador said.
