According to the indictment, unsealed in Newark federal court on May 2, 2019, and other court filings, between around October 2013 through May 2018, Ukrainian national Oleksii Petrovich Ivanov, 31, conspired to defraud millions of internet users around the world by launching malicious online advertising campaigns that appeared legitimate, but attempted to direct the internet browsers of victim computers towards malicious computer programs (“malware”), unwanted advertisements, and other computers that could install malware.
He was charged with participating in a years-long, international scheme to infect computers with malware through online advertisements – so-called “malvertising” – will appear in Newark, New Jersey federal court today after being extradited from the Netherlands, Assistant Attorney General Brian A Benczkowski of the Justice Department’s Criminal Division and US.
“This case and today’s extradition demonstrate that the United States and its international partners will find cyber fugitives and bring them to face justice in the United States, no matter where they commit their crimes.”
“Cyber criminals who harm victims in the United States and around the world cannot rely on fake identities and international borders to evade justice,” said Assistant Attorney General Benczkowski

Moises De Jesus Ruiz-Mejia, 25, was arrested Wednesday evening outside his residence after ICE was recently alerted the Salvadoran government had issued an international arrest warrant naming him as one of 25 individuals wanted for aggravated homicide or attempted homicide of numerous victims, some of whom have yet to be identified
A Salvadoran fugitive and 18th Street Gang associate, who is wanted for aggravated homicide in his home country, was arrested in Sioux Falls Wednesday by deportation officers with US Immigration and Customs Enforcement’s (ICE) Enforcement and Removal Operations (ERO)
After his initial encounter with US border officials, he was released from custody and ordered to report to the ICE office in Sioux Falls on a periodic basis beginning in November 2018, pending his immigration court proceedings
Most of the individuals sought are members of the 18th Street Gang (Surenos 18); others such as Ruiz-Mejia are listed in Spanish as “paros” or individuals who do favors for the gang
“This arrest reflects ICE’s ongoing commitment to keeping international fugitives out of the United States,” said ICE Field Office Director Peter Berg.
Following a nearly two-year international investigation involving US law enforcement and authorities in the Islamic Merkeldom of Germany and the Netherlands, federal prosecutors have charged three German nationals with being the administrators of Wall Street Market (WSM), which was one of the world’s largest dark web marketplaces that allowed vendors to sell a wide variety of contraband, including an array of illegal narcotics, counterfeit goods and malicious computer hacking software.
The affidavit also describes an international investigation that was able to identify the three administrators of WSM, show how they previously operated another German-based darknet marketplace that shut down in 2016, and link them to computer servers in Germany and the Netherlands that were used to operate WSM and process virtual currency transactions.
A criminal complaint filed Wednesday in US District Court in Los Angeles alleges that the three defendants, who currently are in custody in Germany, were the administrators of WSM, a sophisticated online marketplace available in six languages that allowed approximately 5,400 vendors to sell illegal goods to more than one million customers around the world.
One darknet vendor who advertised on WSM is currently serving a 12-year federal prison sentence after being convicted in the Western District of Wisconsin for distributing a fentanyl analogue resulting in the overdose death of a Florida resident who ordered a nasal spray laced with the powerful opioid from the vendor.
