Former Chief Counsel of U.S. Immigration and Customs Enforcement’s (ICE) Office of Principal Legal Advisor Raphael A. Sanchez of Seattle, Washington,   pleaded guilty to a charge of wire fraud and aggravated identity theft scheme involving the identities of numerous aliens 

“It is the duty of our federal immigration authorities to ensure the honest enforcement of our nation’s immigration laws,” said Acting Assistant Attorney General Cronan. “Raphael Sanchez betrayed that solemn responsibility and abused his official position to prey upon aliens for his own personal gain. We should not let one bad actor detract from the dedicated work done by all ICE agents and attorneys to keep our neighborhoods safe, and ICE should be commended for quickly and fully investigating this matter and referring it to the Justice Department for prosecution.” 

Sanchez devised a scheme to defraud seven aliens for his own personal gain, using their personally identifiable information to open lines of credit and personal loans in their names, manipulating their credit bureau files and transferring funds to and purchasing goods for himself using credit cards issued in their names.

Two real estate investors named Shannon and Jason Boykin pleaded guilty for their roles in a conspiracy to rig bids at public real estate foreclosure auctions in Mississippi, according to Department of Justice complaint.

“Shannon and Jason Boykin are the first two defendants to plead guilty in the Antitrust Division’s active, ongoing investigation into anticompetitive behavior at real estate foreclosure auctions in Mississippi,” said Assistant Attorney General Makan Delrahim of the Department of Justice’s Antitrust Division. “In the past few years, the Division has secured convictions of over 100 individuals around the country. The Division remains committed to rooting out anticompetitive conduct at foreclosure auctions.” 

According to court documents, Jason and Shannon Boykin conspired with others to rig bids, designating a winning bidder to obtain selected properties at public real estate foreclosure auctions in the Southern District of Mississippi. Co-conspirators made and received payoffs in exchange for their agreement not to bid.

The team at University at Sorbonne Paris Cite used food surveys on two days to work out what people were eating, using a sample of mostly middle-aged women who were followed for an average of five years.

A Maryland gang member named Selvin Raymundo Salazar, aka “Inquieto,” aka “Little,” 26,   pleaded guilty today to his participation in a racketeering enterprise in furtherance of the activities of the gang known as La Mara Salvatrucha, or MS-13, including his participation in two conspiracies to commit murder.

“Selvin Raymundo Salazar and his MS-13 clique terrorized communities in Maryland by committing senseless acts of violence,” said Acting Assistant Attorney General Cronan. “Today’s guilty plea makes plain the Department’s unwavering commitment to working with our federal, state, and local partners to use all lawful tools at our disposal to disrupt the significant threat that this violent and ruthless gang poses to our communities.”

Missouri company HPI Products Inc., its owner William Garvey, and St. Joseph Properties, LLC, was found guilty of contempt by Federal and State authorities for failing to comply with a 2011 environmental settlement by illegally storing thousands of pounds of hazardous chemicals in unsafe and dilapidated facilities in the western part of the state. 

The defendants own and operate a pesticide formulating business with six facilities in St. Joseph, Missouri, and despite a May 2017 court order requiring to comply with the 2011 consent decree, HPI and Garvey continue to store thousands of pounds of uncharacterized, often unidentified, chemicals, some with labels indicating that they have been stored for a dozen years or more.

Several Massachusetts Registry of Motor Vehicles clerks identified as David Brimage, 46, of Boston, and co-conspirators Evelyn Medina, 56; Annette Gracia, 37, both of Boston; Kimberly Jordan, 33, of Randolph; and Bivian Yohanny Brea, 41, of Boston, were sentenced for their role in a scheme to produce false identification and documents fraud. 

“Today’s sentencing highlights the HSI Document and Benefit Fraud Task Force’s continued vigilance against corruption schemes that damage the trust the public places in our government intuitions,” said Michael Shea, acting special agent in charge of HSI Boston. “This case is another excellent example of federal, state and local cooperation to combat this criminal enterprise.” 

“The conduct in this case was egregious. We will always hold accountable those who violate the public trust,” said United States Attorney Andrew E. Lelling. “While these defendants tried to profit by thwarting legal safeguards they were entrusted with enforcing, the crime was more than that – the defendants engaged in a scheme that made U.S. identity documents – and accompanying benefits – available to illegal immigrants who were not entitled to them.”
