Homeland Security Investigations (HSI) Yuma special agents arrested Angel Leon-Camberos, 26, and seized 527.3 lbs. of methamphetamine (approximate street value of nearly $7.2 million), 14.88 lbs. of high grade marijuana and numerous wax (marijuana extract) products with an approximate street value of $103,930, one AR-15 style rifle, one magazine, packaging materials, multiple cell phones and $15,295 in cash in a targeted enforcement action lead by HSI.

Based on the quantity of seized contraband and the arrest, HSI special agents were contacted to continue the investigation. Based on the findings during the traffic stop and the subsequent investigation conducted by HSI special agents, a state search warrant was secured and executed at Leon-Camberos’ residence near Amarely Avenue that resulted in the additional seizure of 432.22 lbs. of methamphetamine, one AR-15 style rifle and one magazine, 14.88 lbs. of marijuana to include THC vape pens and approximately $15,295 in cash.

The defendant was presented and charged with multiple Arizona state drug charges including importation/transportation of dangerous drugs, misconduct involving weapons, and possession of narcotics for sale.

U.S. District Court Judge Laurie Smith Camp sentenced Sebastian Velasquez-Ramos, 47, to 28 months in federal prison following his criminal convictions for fraudulently using a Social Security card, falsely claiming U.S. citizenship, and aggravated identity theft. Velasquez-Ramos previously pleaded guilty to the charges.

An investigation determined that in 2017, Velasquez-Ramos used a false social security number, and he falsely claimed that he was a U.S. citizen to obtain employment at an Omaha company.

Velasquez-Ramos is also currently serving a separate prison sentence following a state conviction for leaving the scene of a fatal multi-vehicle crash. In April 2018, Velasquez-Ramos fatally hit a motorcyclist in Omaha and left the scene of the crash.

The 28-month federal sentence is to be served consecutively to the state sentence Velasquez-Ramos is now serving. In addition to his federal prison sentence, he must also complete three years of supervised release. There is no parole in the federal prison system.

Opioid manufacturer Insys Therapeutics agreed to a global resolution to settle the government’s separate criminal and civil investigations, the Department of Justice announced today.

As part of the criminal resolution, Insys will enter into a deferred prosecution agreement with the government, Insys’s operating subsidiary will plead guilty to five counts of mail fraud, and the company will pay a $2 million fine and $28 million in forfeiture.

As part of the civil resolution, Insys agreed to pay $195 million to settle allegations that it violated the False Claims Act. Both the criminal and civil investigations stemmed from Insys’s payment of kickbacks and other unlawful marketing practices in connection with the marketing of Subsys.

Insys’s drug Subsys is a sublingual fentanyl spray, a powerful, but highly addictive, opioid painkiller. In 2012, Subsys was approved by the Food and Drug Administration for the treatment of persistent breakthrough pain in adult cancer patients who are already receiving, and tolerant to, around-the-clock opioid therapy.
