BROWNSVILLE, Texas – A former south Texas police officer man will spend the next 10 years behind bars for possessing child pornography, following an investigation by U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI). ICE’s HSI Rio Grande Valley Child Exploitation Task Force conducted the investigation with assistance from the Primera Police Department (PPP), Texas Rangers and the Cameron County District Attorney. Joel Alex Sandate, 32, of Los Fresnos, Texas, was sentenced Oct. 7 in federal court to 120 months in federal prison. His sentence is to be followed immediately followed by 20 years of supervised release. He will also have to comply with numerous requirements designed to restrict his access to children and the internet. He will also be ordered to register as a sex offender. At the hearing, the judge heard additional information including a victim impact statement and her mother. Sandate was further ordered to pay $4,320 in restitution to the known victim and ordered an additional $10,000 special assessment.

WASHINGTON — U.S. Immigration and Customs Enforcement (ICE) Enforcement and Removal Operations (ERO) officers removed a Rwandan national wanted for genocide in his home country, as Oswald Rukemuye, 58, was turned over to law enforcement authorities in Rwanda to face justice for his crimes. On Nov. 3, 2007, Rukemuye was convicted of genocide in absentia in a local Rwandan gacaca court. On Sept. 18, 2008, the Government of Rwanda issued an indictment and arrest warrant for him, charging him with genocide, murder, extermination, leadership, and participation in a criminal gang. Rukemuye is a citizen of Rwanda who was admitted to the U.S. in 1996. Evidence indicating that Rukemuye obscured his role in the 1994 Rwandan genocide led ICE Homeland Security Investigations (HSI) Cincinnati to open an investigation.

A California man was sentenced today to 55 years in prison followed by a lifetime of supervised release for sexual exploitation of a minor and distribution of child pornography, as Jacob Blanco, 29, of Fresno, pleaded guilty in May 2020 to sexual exploitation of a minor and receipt and distribution of material involving sexual exploitation of minors. Blanco’s activities were discovered in March 2017 when the parents of a then six-year-old discovered the child had communicated with and created sexually explicit images at the request of another user on the social media application Musical.ly (now TikTok). Law enforcement investigators subsequently identified the offender as Blanco.
