A Bronx man named Richard Laugel was arrested after a city-wide manhunt and now charged with firearms and narcotics offenses.

“It is important to note the collaborative efforts that went into locating and apprehending this individual. And from what was found during this investigation, he appears to be a threat to public safety and someone we don’t want on the streets,” said Angel M. Melendez, special agent in charge of HSI New York. “This collaboration brought together by HSI’s Border Enforcement Security Taskforce, is paramount to finding the criminals who bring in goods from abroad to support their criminal activity in our local communities.”

“As alleged, Richard Laugel had accumulated an arsenal of dangerous weapons in his Bronx apartment, including a grenade launcher and an assault rifle. Thankfully, the local and federal law enforcement officers were able to arrest Laugel without incident, and his trove of dangerous weapons has been seized,” said the U.S. Attorney for the Southern District of New York, Geoffrey S. Berman.

An MS-13 member identified as Joel “Animal” Martinez, was sentenced to 40 years in prison following a multi-agency probe for racketeering conspiracy involving the murder of a 15-year-old boy in East Boston as a result of the HSI Boston investigation.

Martinez, 23, a citizen and national of El Salvador who formerly lived in East Boston will be subject to deportation upon completion of his sentence, after pleading guilty to conspiracy to conduct enterprise affairs through a pattern of racketeering activity.

He murdered a 15-year-old boy on Trenton Street in East Boston. During recorded conversations between the gang member and a cooperating witness, Martinez acknowledged being a member of MS-13 and admitted that he stabbed the victim to death. Specifically, Martinez said, “I stabbed the culero three times,” and stated, “He stared at me and he asked me if I was going to, if I was going to stab him. I told him, ‘Yes, the Mara (Mara Salvatrucha, MS-13) rules you.’”

ICE Homeland Security Investigations (HSI) special agents along with U.S. Customs and Border Protection conducted Atlanta’s first-ever event at the world’s busiest airport, to bring awareness to the illegal practice of Female Genital Mutilation (FGM) and educate persons as to the serious penalties that exist under U.S. law for engaging in its practice.

“Removing or cutting the genital organs of a female child is a federal crime regardless of whether it’s done inside the U.S. or the child is transported outside the country for that purpose,” said HSI Atlanta Special Agent in Charge Nick Annan. “FGM is irreversible and HSI, along with its law enforcement partners, will seek prosecution of anyone subject to U.S. law it finds attempting to engage in its illegal practice.”

Specifically, Title 18 of United States Code (U.S.C.) §116, prohibits the knowing circumcision, excision, or infibulation in whole or in part of the labia majora, labia minora, or clitoris of a person under 18 years, and despite that more than 200 million girls and women alive today have undergone female genital mutilation. 

 

While primarily concentrated in north, west, and central Africa, as well as parts of the Middle East and Asia, FGM also occurs in the United States. The Centers for Disease Control estimates that approximately 500,000 women and girls in the United States are either victims of FGM or are at risk of being subjected to it.

An effort to disrupt a global botnet of hundreds of thousands of infected home and office (SOHO) routers and other networked devices under the control of a group of actors known as the “Sofacy Group” (also known as “apt28,” “sandworm,” “x-agent,” “pawn storm,” “fancy bear” and “sednit”). The group, which has been operating since at least in or about 2007, targets government, military, security organizations, and other targets of perceived intelligence value were announced by US Justice Department. 

“The Department of Justice is committed to disrupting, not just watching, national security cyber threats using every tool at our disposal, and today’s effort is another example of our commitment to do that,” said Assistant Attorney General Demers. “This operation is the first step in the disruption of a botnet that provides the Sofacy actors with an array of capabilities that could be used for a variety of malicious purposes, including intelligence gathering, theft of valuable information, destructive or disruptive attacks, and the misattribution of such activities.”

“The United States Attorney’s Office will continue to aggressively fight against threats to our national security by criminals, no matter who they work for,” said U.S. Attorney Brady. “This court-ordered seizure will assist in the identification of victim devices and disrupts the ability of these hackers to steal personal and other sensitive information and carry out disruptive cyber attacks. The Arabic Network for Human Rights Information (ANHRI) reported that the prominent Egyptian journalist Wael Abbas has been removed blindfolded from his Cairo home, with authorities giving no legal reason for his arrest that followed recent detentions of two other bloggers. 

In 2006, Abbas came to prominence for posting videos showing police brutality and earned the Knight International Journalism Award in 2007.
