Tampa, Florida – U.S. District Judge Virginia Hernandez Covington today sentenced Romney Christopher Ellis (57, Indianapolis) to 4 years and 10 months in federal prison for making threats and mailing a dead animal using the U.S. Mail. The court also ordered Ellis not to have contact with any of the victims associated with the case.

Ellis had pleaded guilty on April 23, 2020.

According to court documents, for at least four years, Ellis engaged in a campaign of harassment against a victim residing in Hillsborough County. Between 2012 and 2018, a Hillsborough County judge issued multiple domestic violence injunctions against Ellis on the victim’s behalf. Ellis repeatedly violated the orders, including by stalking and threatening the victim, and, in 2013, was convicted of aggravated stalking.

A federal criminal indictment was unsealed Dec. 15 against eight individuals for suspected trade fraud, as 14 individuals and one company have been charged in a related civil complaint for international trade fraud violations stemming from a decade-long scheme involving tires from China.

Law enforcement arrested Zheng “Miranda” Zhou, 53, of Missouri City, and Kun “Bruce” Liu, 40, of Sugar Land, Dec. 14. Both made their initial appearances in Houston federal court Dec. 15, at which time the criminal indictment was unsealed.

Also charged in the indictment are Qinghua “Shirley” Song, 44, of Jurupa Valley, California; and Chinese residents Yue “Joanna” Peng, 42, Li “Cathy” Chen, 38, Xin “Devin” Zhang, age unknown, Shaohui “Jasper” Jia, 40, and Deng “David” Yongqiang, 36. They are all considered fugitives and warrants remain outstanding for their arrests.

The counterfeit items including more than one million erectile dysfunction pills, footwear, belts, purses and headphones, all in violation of registered and recorded trademarks with an estimated manufacturer’s suggested retail price (MSRP) of $32,161,194.00, were seized by ICE and U.S. Customs and Border Protection (CBP), in coordination with The Los Angeles Police Department’s (LAPD) Commercial Crimes Division, Illicit Pharmaceutical and Counterfeit Unit (IPCU) seized counterfeit products arriving in three containerized cargo shipments from China:

“Commercial piracy and product counterfeiting undermine the U.S. economy, rob Americans of jobs, stifle American innovation and promote other types of crimes,” said David A. Prince, Special Agent in Charge for ICE’s Homeland Security Investigations (HSI) Los Angeles. “Intellectual property theft amounts to economic sabotage, which is why HSI will aggressively pursue product counterfeiters and those who sell counterfeit products.”
