A Hattiesburg, Mississippi woman pleaded guilty today for her role in a $200 million scheme to defraud health care benefit programs, including TRICARE, which is the program that covers U.S. military service members and their families.

Hope E. Thomley, 52, pleaded guilty before U.S. District Judge Keith Starrett of the Southern District of Mississippi to one count of conspiracy to commit health care fraud and one count of conspiracy to commit money laundering and tax evasion. She is scheduled to be sentenced by Judge Starrett on July 2. Thomley was charged in May 2018 in a 26-count indictment and had been scheduled to begin trial on March 19.

At her plea hearing today, Thomley admitted her role in a scheme to defraud health care benefit programs, including TRICARE, by marketing medications known as compounded medications, which ordinarily are medications that are specially combined or formulated to meet the individual needs of patients.

Special agents from U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations executed a federal warrant during a worksite enforcement operation at a San Diego market today. During the operation, 26 individuals working at the market were determined to be in the United States without authorization. They were temporarily taken into custody and released pending the outcome of their immigration case.

Today’s operation is related to an ongoing worksite enforcement investigation that was initiated during an I-9 audit – one of the most powerful tools ICE uses to ensure that businesses are complying with U.S. employment laws.

“HSI San Diego Special Agents are focused on bringing to justice those employers who knowingly break the law, and hire an illegal workforce causing unfair disadvantages to those companies that do comply,” said David Shaw, special agent in charge of HSI in San Diego. “Worksite enforcement operations and investigations are important for strengthening public safety and national security, while eliminating worker exploitation, child labor and other illegal practice within the workforce.”

The Immigration Reform and Control Act (IRCA) of 1986 requires employers to verify the identity and work eligibility of all individuals they hire, and to document that information using the Employment Eligibility Verification Form I-9. After the business owner is issued a notice of intent (NOI) to audit the company’s hiring records, employers are required to produce their I-9 records within three business days.

A Baltimore, Maryland man was sentenced today to life in prison for conspiring to participate in a violent racketeering enterprise known as Trained To Go (TTG). The racketeering conspiracy included eight murders, drug trafficking, and witness intimidation.

Montana Barronette, aka Tana, and Tanner, 23, was sentenced by U.S. District Judge Catherine C. Blake for the District of Maryland to serve life in prison, followed by five years of supervised release. The racketeering conspiracy included eight murders – six committed by Barronette – as well as drug trafficking and witness intimidation. Barronette and his co-defendants were also convicted of conspiracy to distribute and possess with intent to distribute heroin, marijuana, and cocaine. A federal jury convicted Barronette and seven co-defendants on Oct. 31, 2018.

“From 2010 to 2017, Montana Barronette was known as the number one trigger puller in Baltimore and the leader of the vicious Trained To Go gang that terrorized the streets of West Baltimore, committing murders – including six by Barronette himself – shootings, armed robberies, drug dealing, and witness intimidation,” said Assistant Attorney General Benczkowski. “Today’s sentence brings Barronette’s murderous career to an end – and brings some measure of justice to his many victims. I commend our prosecutors, as well as our federal, state, and local law enforcement partners, for their tireless pursuit of justice against this violent gang.”
