Department of Homeland Security,(a) Secure Detention Facilities.—Beginning on the date of the enactment of this Act, the Secretary of Homeland Security may not enter into, or extend, any contract with any public or private for-profit entity that owns or operates a detention facility for use of that facility to detain aliens in the custody of the Department of Homeland Security, and shall terminate any such contract not later than the date that is 3 years after the date of the enactment of this Act. Beginning on the date that is 3 years after the date of the enactment of this Act, any facility at which aliens in the custody of the Department of Homeland Security are detained shall be owned and operated by the Department of Homeland Security.

(b) Non-Secure Detention Programs.—Beginning on the date of the enactment of this Act, the Secretary of Homeland Security may not enter into, or extend, any contract with any public or private for-profit entity that owns or operates a program or facility that provides for non-residential detention-related activities for aliens who are subject to monitoring by the Department of Homeland Security, and shall terminate any such contact not later than the date that is 3 years after the date of the enactment of this Act. Beginning on the date that is 3 years after the date of the enactment of this Act, any such program or facility shall be owned and operated by a nonprofit organization or by the Department of Homeland Security,“(6) SPECIAL RULE FOR VULNERABLE PERSONS AN PRIMARY CAREGIVERS.—In a case in which an alien who is the subject of a custody determination under this subsection is a vulnerable person or a primary caregiver, the alien may not be detained unless the Government shows, in addition to the requirements under paragraph (3), that it is unreasonable or not practicable to place the individual in a community-based supervision program.

“(7) DEFINITION.—In this subsection, the term ‘vulnerable person’ means an individual who—

“(A) is under 21 years of age or over 60 years of age;

“(B) is pregnant;

“(C) identifies as lesbian, gay, bisexual, transgender, or intersex;

“() is victim or witness of a crime;

“(E) has filed a non-frivolous civil rights claim in Federal or State court;

“(F) has a serious mental or physical illness or disability;

“(G) has been determined by an asylum officer in an interview conducted under section 235(b)(1)(B) to have a credible fear of persecution or a reasonable fear of persecution under section 208.31 or 241.8(e) of title 8, Code of Federal Regulations (as in effect on the date of the enactment of the New Way Forward Act);

“(H) has limited English language proficiency and is not provided access to appropriate and meaningful language services in a timely fashion; or

“(I) has been determined by an immigration judge or the Secretary of Homeland Security to be experiencing severe trauma or to be a survivor of torture or gender-based violence, based on information obtained during intake, from the alien’s attorney or legal service provider, or through credible self-reporting.

U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI) announced Wednesday the launch of Operation Stolen Promise to combat COVID-19 related fraud and other criminal activity. The operation intensifies collaboration with multiple federal departments and agencies, along with business and industry representatives. Surging criminal activity surrounding the COVID-19 pandemic requires an equally robust investigative response to protect the American public:

“HSI will bring every asset to bear against anyone targeting consumers with financial schemes or fraudulent products that jeopardize the health and safety of Americans. This unified effort brings a whole-of-government approach to monitor, investigate and arrest those responsible for endangering the public with criminal acts of fraud related to the COVID-19 pandemic”, said HSI Acting Executive Associate Director Alyssa Erichs.

The number of cases of COVID-19 reported worldwide passed 2 million overnight, reaching 2,000,984, after it took 83 days to reach the first million cases worldwide, and just 14 days for the second million, with the global death toll now stands at more than 128,000, but experts caution that the virus is likely to have infected far more people, as it can be present in people who display mild or even no symptoms, and haven’t necessarily been tested.

The biggest cluster of current cases has moved from China, where the new corona-virus first emerged in December, to the United States, which now has the highest death toll at more than 26,000 from over 600,000 confirmed cases(estimates now indicate up to 40 million infections may be present in the US, due to under-reporting by China controlled WHO).

Four other countries have over 100,000 confirmed cases: Spain (over 177,000), Italy (over 162,000), Germany (over 132,000) and France (over 131,000).

The virus has reached all continents except Antarctica.

A former high-level MI6 official accused Beijing of evading responsibility for the ongoing corona-virus pandemic, with the news pouring in despite numerous official statements from Beijing hitting back at Western accusations in recent days.

“Beijing was not honest about the Corona-virus pandemic and would face ‘anger’ from international leaders”, former MI6 head, Sir John Sawers, told the BBC Radio 4’s today, as President  Trump should also express his anger at China rather than the United Nations, adding that the World Health Organization (WHO) would soon face ‘serious questions’ for failing to scrutinize the country:

“There is deep anger in America at what they see as having been inflicted on us all by China, and China is evading a good deal of responsibility for the origin of the virus, for failing to deal with it initially”.
