The Warrant Service Officer (WSO) program was launched during a signing ceremony with Lieutenant Governor of Florida Jeanette Núñez, Pinellas County Sheriff Bob Gualtieri, National Sheriffs’ Association Executive Director Jonathan Thompson and ICE Deputy Executive Associate Director for Enforcement and Removal Operations (ERO) David Marin

The WSO derives its authority from section 287(g) of the Immigration and Nationality Act, but unlike the 287(g) program, WSO officers will not question individuals about their citizenship, alienage or removability, nor will they process aliens who are unlawfully present in the United States.

US Immigration and Customs Enforcement (ICE) announced today the creation of a new collaborative program intended for local law-enforcement that wish to honor immigration detainers but are prohibited due to state and local policies that limit cooperation with the agency.

The effort, also intended for rural jurisdictions that lack the budget and personnel resources to become 287(g) partners, has gained interest from several other local law-enforcement agencies, which also attended the ceremony, and additional signings are expected soon.

The new procedure was prompted by requests from the National Sheriffs’ Association and the Major County Sheriffs of America, which asked for a program limited in scope that would allow jurisdictions prohibited from honoring immigration detainers to cooperate with ICE.

After his initial encounter with US border officials, he was released from custody and ordered to report to the ICE office in Sioux Falls on a periodic basis beginning in November 2018, pending his immigration court proceedings

Following a nearly two-year international investigation involving US law enforcement and authorities in the Islamic Merkeldom of Germany and the Netherlands, federal prosecutors have charged three German nationals with being the administrators of Wall Street Market (WSM), which was one of the world’s largest dark web marketplaces that allowed vendors to sell a wide variety of contraband, including an array of illegal narcotics, counterfeit goods and malicious computer hacking software.

The affidavit also describes an international investigation that was able to identify the three administrators of WSM, show how they previously operated another German-based darknet marketplace that shut down in 2016, and link them to computer servers in Germany and the Netherlands that were used to operate WSM and process virtual currency transactions.

A criminal complaint filed Wednesday in US District Court in Los Angeles alleges that the three defendants, who currently are in custody in Germany, were the administrators of WSM, a sophisticated online marketplace available in six languages that allowed approximately 5,400 vendors to sell illegal goods to more than one million customers around the world.

One darknet vendor who advertised on WSM is currently serving a 12-year federal prison sentence after being convicted in the Western District of Wisconsin for distributing a fentanyl analogue resulting in the overdose death of a Florida resident who ordered a nasal spray laced with the powerful opioid from the vendor.

U.S. Immigration and Customs Enforcement (ICE) is reallocating resources to the Southwest border to investigate human smuggling operations and the use of fraudulent documents to create fake families seeking to exploit U.S. immigration laws.

This fraud may include the use of forged birth certificates or other fraudulent documents to establish parentage. Forged or other fraudulent documents are also being used by adult illegal aliens to falsely claim they are minors under the age of 18. By fraudulently entering as a family unit or unaccompanied minor, illegal aliens can exploit loopholes in immigration laws to enter the U.S. and avoid detention.

“ICE Homeland Security Investigations (HSI) is redirecting resources to the border in response to cases of fake families using forged documents to illegally enter our country and avoid detention. Our highly-skilled teams are working to stop individuals, networks and organizations facilitating child smuggling and document fraud,” said ICE Acting Director Matthew Albence. “ICE along with our partners at CBP, remain committed to protecting children by ensuring they are not used as pawns by individuals attempting to gain entry to the U.S. through fraud.”

During the week of April 16, HSI deployed three teams to support U.S. Customs and Border Protection interdiction efforts in El Paso, Texas, and Las Cruces, New Mexico. During the week of April 22, ICE Homeland Security Investigations HSI deployed three additional teams to Eagle Pass and Harlingen, Texas; Yuma, Arizona; and El Centro and San Diego, CA. The teams were chosen for their human smuggling and trafficking expertise and include criminal analysts, interpreters, document analysts, forensic interview specialists and victim assistance specialists.

According a federal affidavit filed in the US District Court for the Central District of California, an US Army veteran identified as Mark Stevens Domingo, a 26-year-old man from Reseda, California, planned to detonate an improvised explosive device (IED) packed full of nails and other shrapnel at a “white nationalist” rally scheduled to take place in Long Beach last weekend.

”Domingo said he specifically bought three-inch nails because they would be long enough to penetrate the human body and puncture internal organs,” the court filing states.

The affidavit says federal investigators first discovered Domingo after encountering him in a private message group online, where he “described his support for violent jihad and his aspiration to conduct an attack in the Los Angeles area.“

“There were mosque shootings in [N]ew Zealand,” Domingo posted in the group last month, according to federal prosecutors. “[T]here must be retribution.”
