“Traders at Tower Research Capital LLC fraudulently placed thousands of bogus orders they never intended to execute—to deceive other market participants and move the market for their own benefit,” said Assistant Attorney General Mr. Brian A. Benczkowski of the Justice Department’s Criminal Division.
By placing these orders, the traders intended to, and did, inject false and misleading information about the genuine supply and demand for E-Mini futures contracts into the markets, which deceived other market participants into believing something untrue, namely that the visible order book accurately reflected market-based forces of supply and demand.
According to court documents filed as part of the DPA, from approximately March 2012 until December 2013, three traders who were members of a single trading team at Tower engaged in a scheme to defraud other participants in the markets for E-Mini S&P 500, E-Mini NASDAQ 100 and E-Mini Dow futures contracts (collectively, E‑Mini futures contracts)
This false and misleading information was intended to, and at times did, trick other market participants into reacting to the apparent change and imbalance in supply and demand by buying and selling E-Mini futures contracts at quantities, prices and times they otherwise likely would not have traded.

Mr. Trump renewed his attacks on the whistleblower and his attorney, as the individual’s identity has so far been fiercely guarded by Democrats, after a report was filed in August expressing concern over a call a month earlier between Mr Trump and his Ukrainian counterpart Volodymyr Zelensky.
Andrew Bakaj, the lawyer for a whistleblower who triggered the impeachment inquiry against the President, has sent a cease and desist letter to the White House, accusing Mr. Trump’s “rhetoric and activity” placing his client and family a “in physical danger.”
But Senator Josh Hawley, a Republican, said on Thursday he wanted to know the identity of the whistleblower if there was an impeachment trial in the upper chamber, and said the president’s team should be able to question the anonymous official
In the letter, sent to White House counsel Pat Cipollone on Thursday, Mr. Bakaj cites multiple examples of the president’s “fixation” on the identity of the whistleblower in his comments to the media, at rallies and on Twitter.
“I can’t control what goes on in the House, but if it comes over to the Senate and we have a trial, I’m going to want to know who the whistleblower is,” Mr. Hawley told Missouri radio station KFTK.

POTUS further dismissed the importance of the upcoming hearings conducted by the Democrat-led House committees, saying that so far the testimonies have been “fine” and that he has “never even heard of these people” who have been called to testify in the impeachment probe.
