The European Parliament passed a resolution declaring the European Union a “LGBTIQ freedom zone”, a brave statement seeking to ensure freedoms for the lesbian, gay, bisexual, transgender, intersex and queer communities across the bloc, a move seen as a swipe at conservative authorities in Poland and elsewhere on the continent:

“LGBTIQ rights are human rights,” the resolution reads. The measure passed with the support of 492 lawmakers, while 141 voted against and another 46 abstained.

“While LGBTIQ persons in Poland face systematic discrimination, this is also an issue across the EU, with little to no progress being made in alleviating the persistent discrimination against and harassment,” it said.

The cross-party measure targets “growing hate speech by public authorities and elected officials,” according to the text.

President Biden is set to announce the move during a speech on Thursday evening, as recent measures in place to prioritize people by age or underlying health conditions will be removed, and the number of places where people can be vaccinated will be increased with veterinarians and dentists also allowed to vaccinate people.

The speech will take place just hours after the president signed a $1.9tn (£1.4tn) economic relief bill that marks an early legislative victory for his administration, and is about to say that Americans could be able to hold small gatherings to celebrate Independence Day on 4 July, but only if people adhere to social distancing measures and get vaccinated. The gatherings would also have to be held outside.

“He will put the nation on a path to get closer to normal by July 4th,” a senior administration official said.

Speaking in the Oval Office immediately before the signing the American Rescue Plan Act $1.9 trillion bill into law, Biden said its contents were “immediately reflective” of the input of Democrats, Republicans, and the American people, providing wide-ranging financial relief for problems created by COVID-19 pandemic-related shutdowns and interruptions:

“I believe this is – and most people do I think as well – this historic legislation is about rebuilding the backbone of this country and giving the people of this nation – working people, middle-class folks, people who built the country – a fighting chance,” Biden said.

“That’s what the essence of it is.”

The House gave final approval to the huge spending bill on Wednesday, passing it in a vote nearly along party lines. The act provides funding for a slew of programs ranging from COVID-19 vaccination programs and making schools safer for reopening to bolstering the Supplemental Nutritional Assistance Program (SNAP) and sending direct cash payments to families.

He also said White House would appoint someone to oversee implementation of the bill, but no announcement has yet been made on who that will be.

They approved a report on the implementation of the 2020 plan for national economic and social development, and the 2021 plan for national economic and social development, and also passed a report on the execution of the central and local budgets for 2020, and approved the central budget for 2021.

A South Korean national, identified as Hyun Dong Jo pleaded guilty to participating in a scheme to defraud the U.S. Department of Defense, and according to court documents filed in the U.S. District Court in Columbus, Ohio, he was Republic of Korea’s designated manager under a Defense Logistics Agency contract to provide hazardous waste removal, testing, disposal, and related services to U.S. military installations in South Korea. In that position, Jo participated in a scheme to falsify laboratory reports submitted under this hazardous waste contract: 

“This charge reflects the Antitrust Division’s commitment to protecting taxpayer dollars spent overseas,” said Acting Assistant Attorney General Richard Powers of the Department of Justice Antitrust Division.

“Individuals who cheat the U.S. military in the performance of contracts will be held accountable. We hope this guilty plea will serve as a deterrent for other contractors who contemplate obtaining illicit gains through engaging in fraud while providing services for the U.S. military domestically or abroad.”

“The defendant forged lab results and falsely reported them to the Department of Defense,” said Acting U.S. Attorney Vipal J. Patel for the Southern District of Ohio.

“Not only is this unsafe for the U.S. Forces installations in Korea where hazardous waste was not actually tested, but it also defrauded the Department of Defense out of $280,000. This office takes Jo’s conduct seriously and will continue to hold accountable anyone who attempts to defraud the government in this way.”

As of 9 March, 22 cases of blood clots had been registered out of more than three million people vaccinated in the European Economic Area, according to the European Medicines Agency (EMA).

The second defendant named in a federal grand jury indictment surrendered today to face charges stemming from a scheme that used bogus transcripts, ghostwritten admissions essays and imposters who took standardized tests to help foreigners gain admission to colleges, allowing them to fraudulently obtain student visas to enter or remain in the United States.

Yi Chen, aka “Brian Chen,” 33, of Monrovia, pleaded not guilty this afternoon to charges in a 21-count grand jury indictment that alleges conspiracy, visa fraud and aggravated identity theft.

Chen’s co-defendant – Yixin Li, aka “Eason Li” and “Calvin Wong,” 28, of San Gabriel – surrendered on March 2 and pleaded not guilty at an arraignment that afternoon.

A federal grand jury in Alabama returned a five-count indictment today charging two Alabama men, an Alabama Department of Corrections (ADOC) sergeant and corrections officer with assaulting an inmate at ADOC’s Staton Correctional Facility and making false statements following the assault.

According to court documents, Sergeant Devlon Williams, 35 and Correctional Officer Larry Managan Jr. 39, of Montgomery assaulted the inmate by striking him with their feet and with a collapsible baton, and charges Managan with assaulting the inmate by walking on the inmate. Both Williams and Managan also were charged with making false statements about the assault to a state investigator, and Williams was charged with making a false statement about the assault in an official report.

Williams faces a statutory maximum sentence of 50 years in prison, and Managan faces a statutory maximum of 40 years in prison.

This case is being investigated by the FBI’s Mobile Division and ADOC’s Law Enforcement Services Division.
