U.S. Immigration and Customs Enforcement’s (ICE) Enforcement and Removal Operations (ERO) has added a Honduran national, identified as Joe Toro-Zaldivar, 36, a repeat immigration violator and citizen of Honduras in the United States illegally, with a last known location of Leadville, Colorado, to its most wanted list yesterday. He was charged by the Lake County Sheriff’s Department with assault on a peace officer, strangulation, felony menacing with a weapon, disarming an officer, three charges of assault, criminal mischief and resisting arrest March 29, 2019.

Toro illegally entered the U.S. without being inspected, admitted or paroled by an immigration official and was removed to his home country in 2005. He returned to the U.S. in February 2010. The Criminal Alien Program within ICE ERO identified and detained Toro May 20, and he was placed into ICE custody at the Aurora Contract Detention Facility in Colorado. On May 28, ICE released Toro on writ of habeas corpus so he could appear in Lake County courthouse in person. The judge granted him bond and he was subsequently released from custody rather than being returned to ICE as required by the writ. ICE attempted to locate Toro at his residence in Leadville, Colorado and his worksite in Vail, Colorado. ICE focuses its limited resources, first and foremost, on those who pose the greatest threat to public safety and border security and does not target aliens indiscriminately; the agency conducts investigations and gathers intelligence on specific individuals for immigration enforcement.

One of the leaders of the Infraud Organization, identified as Sergey Medvedev, aka “Stells,” “segmed,” “serjbear,” 33, of the Russian Federation,  deeply involved in the Internet-based cybercriminal enterprise, immersed in the large-scale acquisition, sale, and dissemination of stolen identities, compromised debit and credit cards, personally identifiable information, financial and banking information, computer malware, and other contraband, pleaded guilty today to RICO conspiracy, with Assistant Attorney General Mr. Brian A. Benczkowski of the Justice Department’s Criminal Division made the announcement.

He appeared and took a guilty plea before U.S. District Court Judge James C. Mahan in the District of Nevada, and  according to the indictment, the Infraud Organization was created in October 2010 by Svyatoslav Bondarenko aka “Obnon,” “Rector,” and “Helkern,” 34, of Ukraine, to promote and grow interest in the Infraud Organization as the premier destination for “carding”—purchasing retail items with counterfeit or stolen credit card information—on the Internet.  Under the slogan, “In Fraud We Trust,” the organization directed traffic and potential purchasers to the automated vending sites of its members, which served as online conduits to traffic in stolen means of identification, stolen financial and banking information, malware, and other illicit goods.  It also provided an escrow service to facilitate illicit digital currency transactions among its members and employed screening protocols that purported to ensure only high quality vendors of stolen cards, personally identifiable information, and other contraband were permitted to advertise to members.  In March 2017, there were 10,901 registered members of the Infraud Organization.

During the course of its seven-year history, the Infraud Organization inflicted approximately .2 billion in intended losses, and more than 68 million in actual losses, on a wide swath of financial institutions, merchants, and private individuals, and would have continued to do so for the foreseeable future if left unchecked.

The federal CARES Act, which passed in early April, froze evictions for renters living in federally subsidized housing or in property backed by government loans, but as the pandemic has progressed, hair salons, churches and restaurants reopened across the US, and so did eviction courts. Advocates and experts say that an unprecedented crush of evictions is coming, threatening millions of Americans with homelessness as a possible second wave of the pandemic looms. With surveys estimating that in the month of May nearly a third of renters failed to pay their landlords on time, and over half had lost jobs due to the crisis, moratoriums are ending and 40% of states no longer offer renters any protection. The CARES Act protections only apply to less than one-third of the country’s 108 million renters. and as temporary protections are falling away, hundreds of evictions are already under way in states like Missouri, Virginia and Texas.

The suspect in the 20 June attack in Reading, identified as Khairi Saadallah, a Libyan refugee, has been charged with three counts of murder, and the public prosecution service released the names of the men who died in the stabbing incident, saying that “James Furlong, David Wails & Joseph Ritchie-Bennett were tragically killed in a terrorist attack in Reading”, the murderer re-arrested under Section 41 of the Terrorism Act 2000.
