A Sudanese national convicted in 1996 with nine others as part a large-scale terrorism plot against the US, was deported Oct/ 12, by US Immigration and Customs Enforcement’s (ICE) Enforcement and Removal Operations (ERO), and handed over to his home country’s authorities. The convicted terrorist had an ICE detainer placed on him since an immigration judge ordered him removed from the country in 2001, and ERO immigration officers immediately transferred Abdelghani to ICE custody at the conclusion of his federal prison term in July 2019.

Amir Abdelghani, 59, was sentenced to 30 years in prison for his part in the conspiracy headed by the Egyptian cleric Sheikh Omar Abdel-Rahman to target the United Nations, FBI offices and other New York City landmarks.

“The removal of this convicted terrorist is a strong declaration of ICE’s commitment to public safety and national security,” said Simona Flores-Lund, ICE ERO Philadelphia field office director.

“This removal is a victory for the United States and further emphasizes ICE’s vital role in protecting our nation.

ICE deportation officers arrested Grachowe Harrichand, 43, a Guyanese national previously ordered removed from the US, was twice released from local law enforcement custody with an active detainer due to New York City’s sanctuary policies.

On March 6, 2019, Harrichand was arrested by the New York Police Department (NYPD) for the charges of sexual abuse, 1st contact with victim less than 13, sexual abuse 2nd sexual contact with person less than 14 years-old, sexual abuse 3rd subject another person to sex contact without consent, forcible touching: touch sexual/intimate parts of another person, act in manner injure child less than 17 years-old, and aggravated harassment.

On July 5, Harrichand was again arrested by the NYPD for the charges of sexual abuse 3rd: subject another person to sex contact without consent, forcible touching, act in manner injure child less than 17 years-old, and harassment.

  The detainer was not honored and Harrichand was released from the custody of the New York City Department of Correction (NYCDOC)
