. The Justice Department today announced that Target Recovery Towing Inc. (Target) has agreed to enter into a court-enforceable consent order to resolve allegations that it failed to obtain a legally required court order before auctioning off a car belonging to a U.S. Marine Corps sergeant who was deployed overseas, after a lawsuit against Target on Aug. 18, 2020, alleging that the auction violated the Servicemembers Civil Relief Act (SCRA). Under the proposed consent order, which is still subject to approval by the U.S. District Court for the Middle District of Florida, Target must adopt new policies, pay the Marine $17,500, and pay a $2,500 civil penalty to the United States.
“This settlement should send a clear message that the Justice Department will not tolerate the illegal taking of servicemembers’ vehicles,” said Assistant Attorney General Eric Dreiband of the department’s Civil Rights Division.
“Servicemembers must be able to count on their country to protect their rights, and we are committed to doing just that.”
“I am pleased that we were able to reach a swift and effective resolution to this matter. The SCRA exists to protect the brave men and women of our Armed Forces serving overseas and minimize undue financial burdens associated with military deployments,” said Maria Chapa Lopez, U.S. Attorney for the Middle District of Florida.

LOS ANGELES – U.S. Immigration and Customs Enforcement (ICE) continues to lodge immigration detainers on criminal aliens in the custody of non-cooperative local law enforcement. State and local policies prevent these agencies from working with ICE, resulting in the release of hundreds of criminal aliens back into the local community after their arrests for criminal activity like homicide, molestation of a child, battery, robbery and terrorist threats.
“Sanctuary policies create an irresponsible safe harbor for criminal aliens who seek to prey on the most vulnerable members of our communities,” said Senior Official Performing the Duties of the ICE Director Tony H. Pham.
“Immigration enforcement is about applying the law – our actions, efforts and resources remain diligently focused on targeting those who not only threaten and undermine our national security, but who demonstrate a repeated and willful disregard for public safety within the United States.” ICE’s Enforcement and Removal Operations (ERO) Los Angeles continues to emphasize the critical role immigration detainers play in apprehending criminal aliens arrested by local authorities on charges, for who the agency also maintains probable cause to believe are removable from the U.S.
“Sanctuary laws are largely designed to tie the hands of law enforcement officials and inhibit them from working with federal partners – this only serves to protect criminal aliens at a tremendous and dangerous cost to victims,” said ICE’s ERO Los Angeles Field Office Director Dave Marin.
The non-cooperative policies require ICE to divert limited resources previously embedded with local law enforcement agencies and send officers out into communities to target and apprehend at-large aliens convicted of crimes or with pending criminal charges, according to Marin.
“The sad truth is that these individuals are often released and returned into immigrant communities to potentially victimize other immigrants, and the crimes we are talking about span things like homicide, kidnapping, rape, robbery, battery, fraud, theft, drug offenses, crimes against children, weapons charges – these are not law-abiding people who anyone should want in their community,” he said. “We will continue to seek effective collaboration and partnerships with local law enforcement to ensure the overarching safety of our communities, and we remain committed and focused to targeting egregious, recidivist, violent criminals.”

Trump’s plan will also provide Medicare beneficiaries a $200 voucher they can use to pay for prescription drugs.

LOS ANGELES – A San Fernando Valley man now believed to have fled the United States today faces federal criminal charges for allegedly obtaining more than $860,000 in Paycheck Protection Program (PPP) loans for a shell company and then transferring the bulk of his illicit gains to his personal bank accounts.
Arman Manukyan, 49, of Panorama City, was charged today with one count of bank fraud and one count of aggravated identity theft in a criminal complaint filed Monday in U.S. District Court.
This investigation was led by U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI) Los Angeles, in concert with the Treasury Inspector General to the Tax Administration, the Small Business Administration – Office of Inspector General, the U.S. Postal Inspection Service, and the Employment Development Department, Investigation Division.
According to an affidavit in support of the complaint, Manukyan in June submitted two applications for PPP loans to Bank of America for $1.7 million on behalf of two shell companies registered in his name – Argo Global, Inc., and Express Wiring.
Manukyan allegedly claimed Argo Global was a sewing business with 73 employees and submitted to Bank of America, and later the Small Business Administration, false tax documents purporting to show wages and taxes for the company. The underwriting packet also did not include a list of employees or associates for Argo Global, which listed a virtual office address in Beverly Hills as its place of business, according to the affidavit. Ultimately, an $867,187 loan was approved for Argo Global, Inc.
Shortly after receiving the funds in Argo Global’ s name, Manukyan allegedly transferred most of the balance to two of his personal bank accounts. When a bank investigator contacted Manukyan after one of his accounts had been frozen because of suspicious activity, he allegedly told the bank he was going to use the PPP loan to start a limousine business, contradicting what he wrote on his loan application.
In June, Manukyan also allegedly submitted to Bank of America a loan application of $884,748 for Express Wiring, a shell company with a Glendale address. The Small Business Administration rejected the application, indicating it either had been submitted after the June 22 deadline for PPP loans or the allocated PPP funds had run out.
In July, a seizure warrant was executed on Manukyan’s bank accounts, recovering $866,019.
