HSI and our partners are at the forefront of combating cyber financial crimes and illicit activities spread by online criminals looking for financial gain,” as Sergey Medvedev, aka “Stells,” “segmed,” and “serjbear,” 33, of Russia, pleaded guilty in the District of Nevada to one count of racketeering conspiracy in June 2020, and Marko Leopard, aka “Leopardmk,” 31, of North Macedonia, pleaded guilty in the District of Nevada to one count of racketeering conspiracy in November 2019 and was sentenced today to five years in prison. According to court documents, Leopard joined Infraud in June 2011, offering his services as an “abuse immunity” web hoster to Infraud members who wished to create websites to sell contraband. Unlike a legitimate host, Leopard would knowingly cater to websites offering illegal goods and services, ignoring any abuse reports from internet users. He hosted a number of sites for Infraud members in this fashion, providing the infrastructure that allowed his co-conspirators to profit off of their criminal activities.

“Jose Luis De Jongh Atencio accepted millions of dollars in bribe payments and laundered the proceeds of his corrupt scheme into the United States, using those bribes to fund a lavish lifestyle and purchase numerous properties,” said Acting Assistant Attorney General Nicholas L. McQuaid of the Justice Department’s Criminal Division.
“Today’s guilty plea demonstrates the commitment of the department and our law enforcement partners to hold accountable individuals who engage in corruption, and according to court documents, between approximately 2013 and 2019, De Jongh accepted more than $7 million in bribe payments from businessmen including Jose Manuel Gonzalez Testino (Gonzalez), a dual U.S.-Venezuelan citizen, and Tulio Anibal Farias Perez (Farias), a Venezuelan national and Houston resident, and others in exchange for assisting the businessmen and related companies in procuring contracts with Citgo, and providing them with other business advantages. De Jongh admitted to directing bribe payments from Gonzalez, Farias and others into bank accounts in the names of shell companies that he controlled in Panama and Switzerland. In some instances, he also directed the creation of fake invoices to justify the payments.

The missile tests were confirmed by two senior Biden administration officials who briefed reporters on condition of anonymity. They come as North Korea has ignored offers from the new administration to resume negotiations, and Secretary of State Antony Blinken last week pressed China to use its “tremendous influence” to convince North Korea to abandon its nuclear program. The officials, however, sought to downplay the significance of the missile tests, noting that they are not covered by UN Security Council resolutions meant to deter North Korea from pursuing a nuclear program.
“We’ve learned nothing much has changed,” Biden said about North Korea in a brief exchange with reporters following a speech on health insurance in Columbus, Ohio.
