A private security employee at an Orange County retirement community, identified as  Donovan Pham Nguyen, 34, of Riverside,  was arrested on a criminal complaint alleging that he pretended to be a federal law enforcement agent, and charged with one count of false impersonation of a federal officer or employee.

The defendant pretended to be a special agent with U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI) for many years, and used the false title to obtain things of value. Nguyen never worked for HSI, although he previously was a privately contracted security guard at a Department of Homeland Security (DHS) facility. He left that job in 2015 after an internal investigation was launched resulting from allegations that he printed fake HSI identification documents, the affidavit states.

“Impersonating a federal agent is a serious crime, one that is not victimless and harms law enforcement officers’ ability to protect the public,” said David A. Prince, Special Agent in Charge for HSI Los Angeles.

“We’re committed to safeguarding the public from scam artists and others who exploit people’s fears for no other reason than to enrich themselves.”

A chemical plant caught fire in Laura’s wake on Thursday morning in Westlake, Louisiana, 4 miles (6.4 km) west of Lake Charles, sending thick black smoke billowing into the sky over the wind-torn landscape near Interstate 10.

Governor Edwards warned residents in the area to shelter in place, close doors and windows and turn off air conditioners as authorities investigated.

A Russian national, identified as Egor Igorevich Kriuchkov, 27, made his initial appearance in federal court for his role in a conspiracy to recruit an employee of a company to introduce malicious software into the company’s computer network, extract data from the network, and extort ransom money from the company;

He was charged in a complaint with one count of conspiracy to intentionally cause damage to a protected computer. He was arrested on Aug. 22, 2020, in Los Angeles, and had his initial appearance before U.S. Magistrate Judge Alexander F. MacKinnon in U.S. District Court in Los Angeles, California, who ordered Kriuchkov detained pending trial.

According to the complaint and statements made in court, from about July 15, 2020 to about Aug. 22, 2020, Kriuchkov conspired with associates to recruit an employee of a company to introduce malware – i.e., malicious software programs designed to damage or do other unwanted actions on a computer system – into the company’s computer network. The malware would supposedly provide Kriuchkov and his co-conspirators with access to the company’s system. After the malware was introduced, Kriuchkov and his co-conspirators would extract data from the network and then threaten to make the information public, unless the company paid their ransom demand.

Kriuchkov entered the United States using his Russian passport and a tourist visa. He contacted and met with the employee numerous times to discuss the conspiracy. Kriuchkov promised to pay the employee $1 million after the malware was introduced. In furtherance of the conspiracy, Kriuchkov provided the employee with a burner phone, and instructed him to leave the burner phone in airplane mode until after the money was transferred.
