A Chinese national and naturalized citizen of the United States, identified as Wei Sun, 49, was sentenced to 38 months in prison by District Court Judge Rosemary Marquez after previously pleading guilty to one felony count of violating the Arms Export Control Act (AECA) during his employment in Tucson for 10 years as an electrical engineer with Raytheon Missiles and Defense. Raytheon Missiles & Defense develops and produces missile systems for use by the United States military, and the defendant had access to information directly related to defense-related technology, with some of this defense technical information constituted what is defined as “defense articles,” controlled and prohibited from export without a license under the AECA and the International Traffic in Arms Regulations (the ITAR).
“Sun was a highly skilled engineer entrusted with sensitive missile technology that he knew he could not legally transfer to hostile hands,” said Assistant Attorney General John C. Demers. “Nevertheless, he delivered that controlled technology to China. Today’s sentence should stand as a warning to others who might be tempted similarly to put the nation’s security at risk.”

“We assess that almost certainly the state-sponsored programs of China, Russia, Iran and North Korea pose the greatest state-sponsored cyber threats to Canadian individuals and organizations,” the Canadian Centre for Cyber Security (Cyber Center) said.
The Cyber Center noted that while the number of actors is growing, China, Russia, Iran and North Korea present the most sophisticated threat to Canadian citizens and entities.
Russia has repeatedly refuted allegations that it engages in any malicious cyber activity aimed at foreign nations, saying that such activities go against the country’s foreign policy principles and practice.

Liu worked with others, including other PRC Government employees in the United States, to fraudulently procure J-1 Research Scholar visas for a CAIEP-NY employee (CC-1) and a prospective CAIEP-NY employee (the CAIEP-NY Hire).
The maximum potential sentence in this case is prescribed by Congress and is provided here for informational purposes only, as any sentencing of the defendant will be determined by the judge.
US defense contractor Raytheon recently announced its Peregrine air-to-air missile project, which is expected to provide interested buyers with a powerful projectile at half the size of missiles being used by militaries presently.
Mark Noyes, vice president of business development and strategy for Raytheon Missile Systems, told the outlet that the missile uses a “multimode autonomous seeker” to pinpoint on a target.
“Peregrine will allow US and allied fighter pilots to carry more missiles into battle to maintain air dominance,” Thomas Bussing, vice president of Raytheon Advanced Missile Systems,” he said in a statement.
With its advanced sensor, guidance and propulsion systems packed into a much smaller airframe, this new weapon represents a significant leap forward in air-to-air missile development.

Celadon, a transportation company headquartered in Indianapolis, Indiana, that was listed on the New York Stock Exchange (NYSE), entered into a deferred prosecution agreement (DPA) in connection with a criminal information filed today in the Southern District of Indiana charging the company with securities fraud.
The case was primarily focused on the fact that Celadon knowingly filed materially false and misleading statements to investors and falsified books, records and accounts with regard to the values of assets involved in four trade transactions that were recorded at inflated values and not fair market value.
Instead of properly reporting Quality’s financial difficulties to investors, members of Celadon’s and Quality’s senior management team, all acting within the scope of their employment, participated in a scheme that resulted in Celadon falsely reporting inflated profits and inflated assets to the investing public through Celadon’s financial statements.
In December 2016, after allegations of misconduct had arisen publicly, Celadon’s management approved a memorandum that falsely stated the trucks involved in the above-described transactions were purchased and sold at fair market value, and were accounted for properly on Celadon’s books.
