Beam Suntory Inc. (Beam), a Chicago-based company that produces and sells distilled beverages, has agreed to pay a criminal monetary penalty of $19,572,885 to resolve the department’s investigation into violations of the Foreign Corrupt Practices Act (FCPA).
Beam entered into a three-year deferred prosecution agreement with the Criminal Division’s Fraud Section and the U.S. Attorney’s Office for the Northern District of Illinois in connection with a criminal information unsealed today in the Northern District of Illinois charging Beam with one count of conspiracy to violate the anti-bribery, internal controls, and books and records provisions of the FCPA.
“Beam and its Indian subsidiary not only paid bribes to Indian government officials, they intentionally failed to implement internal controls to prevent bribery and falsified their books and records to conceal the corrupt activity,” said Acting Assistant Attorney General Brian C. Rabbitt of the Justice Department’s Criminal Division.
“Companies that use corrupt influence instead of competing in a fair, ethical, and honest manner should take note of today’s agreement: paying bribes to obtain and retain business is not business as usual, it is a crime.”
“U.S. companies that attempt to gain the upper hand in foreign business ventures by engaging in corruption must be held accountable,” said U.S. Attorney John R. Lausch Jr. for the Northern District of Illinois. “The Foreign Corrupt Practices Act has a long reach, and for good reason. It is critical that our global economy remain on a fair playing field.”

WASHINGTON — Due to an order from the Central District of California, and despite requests to transfer detainees to alternative locations, U.S. Immigration and Customs Enforcement (ICE) has complied with the mandated reduction to the overall detainee population at the Adelanto ICE Processing Center in Adelanto, California, which has resulted in the release of dangerous criminal aliens into various communities.
Pursuant to the court’s order, Adelanto, which is maintained by a federal contractor, released more than 250 criminal aliens back into communities – a decision the agency continues to warn could lead to unnecessary victimization by recidivist criminals. The forced reduction is now complete and the current population at the facility is approximately 465.
“While opponents who continuously seek to discredit the agency might otherwise mislead the public to believe that those in detention pose no risk to public safety, nothing could be further from the truth,” said ICE’s Senior Official Performing the Duties of the Director Tony H. Pham.
“ICE has complied with this overreaching court order; however, the public should know that the ruling undoubtedly places them at greater risk.”

El Salvador national Francisco Josue Cardona, 29, a former Deferred Action for Childhood Arrivals (DACA) recipient, was released to ICE custody from the Utah State Prison.
“Thankfully ICE has a great relationship with state and local law enforcement agencies in Utah, so we can work together to keep child rapists off the streets of Utah,” said Bryan Wilcox, acting field office director for ERO Salt Lake City. “The arrest of a criminal alien like Cardona, whose criminal history includes heinous acts of violence toward a child, demonstrates why cooperation is so important between agencies.” Cardona entered the U.S. in June 2006 without inspection. He was granted voluntary return to El Salvador by U.S. Border Patrol and was returned to Mexico on June 21, 2006. He illegally reentered the U.S. sometime in July 2006. Cardona applied for benefits under DACA in 2012 and was granted DACA status in early 2013. However, his DACA status expired in 2014.
In 2013, Cardona was convicted of two counts of possession of child pornography in Fairfax County, Virginia.
On Feb. 12, 2015, the state of Utah convicted Cardona of attempted aggravated sexual abuse of a child, a 1st degree felony, for which the court sentenced him to a term of not less than three year in prison. he Utah state prison.

Gregory Dulaney was charged on Aug. 19, 2020, with being a felon in possession of a firearm and distributing narcotics, after ATF special agents conducted an undercover operation in which confidential informants purchased suspected crack cocaine from Dulaney at a motel in Detroit. On July 30, 2020, while purchasing 19 baggies of crack cocaine from Dulaney, a confidential informant also allegedly noticed a firearm in Dulaney’s pants pocket.
On Aug. 8, 2020, local police conducted a traffic stop of an individual wanted on a no-bond warrant for cocaine possession. During the stop, an officer allegedly observed the front seat passenger – later identified as Dulaney – placing something on the floorboard or under the seat. The officer asked Dulaney for identification, and Dulaney provided a false name.
During a subsequent search of Delany, he was found in possession of a crack pipe and a small amount of heroin. Officers then searched the vehicle Delaney had been in and found a loaded Hi-Point, C9, 9mm handgun under the front passenger seat. It is alleged that Delaney eventually admitted to providing the officer with a fake name because he was on parole for a previous felony conviction.
Because of a previous felony conviction punishable by more than one year in prison, Dulaney is prohibited from possessing firearms.

HSI Birmingham along with the United States Marshals Service arrested the subject on a fugitive warrant at a work site in Mountain Brook, Alabama. HSI Birmingham is also pursuing federal charges for unlawful firearm possession. Martinez was booked into the Jefferson County, Alabama, jail. This is an ongoing HSI-led investigation.
Martinez illegally entered the United States without being inspected or paroled by an immigration officer on an unknown date and at an unknown location.
HSI Huntsville arrested Iris Ferreira-Cardoso, 49, a Brazilian national for violations of immigration law. HSI Huntsville, ICE’s Enforcement and Removal Operations (ERO) Birmingham, and Mobile County Sheriff’s Office arrested Ferreira at a residence in Owens Crossroads, Alabama, and he will remain in ICE custody pending removal proceedings.
